ABOR Policy 6-201
Faculty member means . . . lecturer, senior lecturer, principal lecturer, instructor, assistant professor, associate professor, professor, professor practice, research professor, clinical professor or Regents Professor or whose Notice of Appointment otherwise expressly designates a faculty position.
It is the policy of the Board to provide access to the university system to all qualified persons in Arizona, to provide equal employment opportunities and due process for its employees, to promote freedom of inquiry, search and exposition of truth and to involve the faculty in the formulation of educational policy and the governance of the universities.
Each university president shall establish written procedures through which faculty, heads of academic units, and deans shall have opportunity for effective participation in deliberations leading to recommendations for appointment of faculty members.
Written criteria shall be developed at each university in consultation with elected faculty members of the faculty senate and approved by the university president to be applied to all decisions on promotion, tenure and renewal.

Assembly Approves Subtantial Revisions to Constitution; Creates Single
University Senate
The Academic Assembly has approved sweeping revisions to its constitution and bylaws. Requiring approval
by two-thirds of those voting, close to 90% of the voting faculty and academic professionals across all four
campuses gave their blessing to the revisions. Most significant is the creation of a single University Senate
to represent the Assembly. The single Senate does not mean that campus representative bodies will disappear,
but it does give the Assembly a single entity to work with the president and the administration in the shared
governance of the university.

Introducing the University Academic Council
The revised constitution creates an executive boardthe University Academic Council
to guide and execute the work of the University Senate, represent the Senate in meetings with the president
and other administrators, represent ASU in the Arizona Faculties Council, and carry on the work of
the Senate when the Senate is not in session over the summer. Rather than select a single president
of the Assembly and Senate, as in the days when there was a single campus, the revised constitution
recognizes that the contract homes of most Assembly members remain tied to a campus. Consequently,
campus presidents are elected by Assembly members in a three-year sequence (president-elect, president,
past president). These 12 individuals from the four campuses come together to form the Academic Council.

Amendments to the Proposed Revisions
Seven substantive amendments were introduced to modify the proposed revisions presented to the senates.
Four were approved; three were defeated.
- provides for transmitting minority views on Senate actions to the university president and others [approved]
- clarifies CAPC membership, adds responsibilities, and modifies relationships [approved]
- clarifies policies and procedures followed by grievance committees [approved]
- makes the vice president and dean of each campus a voting member of the Senate [rejected]
- makes the university vice presidents ex officio nonvoting members of the Senate [rejected]
- reduces from 40 to 30 the number of Assembly members required for a second unit senator [rejected]
- rewrites Article III on amending the constitution and bylaws, separating the two processes [approved]

At least half of the members of the search committee (for faculty or chair) shall be elected by the members of the academic unit; remaining members of the search committee may be appointed by the hiring officer. Alternatively, the search committee may be constituted by other democratic processes defined by the unit’s or the college’s bylaws.
