ABOR Policy 6-201
Faculty member means . . . lecturer, senior lecturer, principal lecturer, instructor, assistant professor, associate professor, professor, professor practice, research professor, clinical professor or Regents Professor or whose Notice of Appointment otherwise expressly designates a faculty position.
It is the policy of the Board to provide access to the university system to all qualified persons in Arizona, to provide equal employment opportunities and due process for its employees, to promote freedom of inquiry, search and exposition of truth and to involve the faculty in the formulation of educational policy and the governance of the universities.
Each university president shall establish written procedures through which faculty, heads of academic units, and deans shall have opportunity for effective participation in deliberations leading to recommendations for appointment of faculty members.
Written criteria shall be developed at each university in consultation with elected faculty members of the faculty senate and approved by the university president to be applied to all decisions on promotion, tenure and renewal.

Proposal
to Create a Single University Senate
For the past four years, the senates of the different ASU campuses have
contemplated creating one University Senate that can more effectively
share in the governance of the University with the administration. Such
a creation requires extensive amendments to the Constitution and Bylaws
of the Academic Assembly. A proposal for those changes was submitted
to the campus senates on Monday, February 18, 2008, and approved as amended without
dissent in all senates on March 17. These proposed changes must now be
approved by the Academic Assemblies of all campuses. Prior to that balloting
in the last part of April, there will be open meetings on each campus to
discuss any issues arising from the proposal. You may check back to this
site for dates, times, and locations of these meetings.

Omnibus
Amendment of Perfecting Language
In a document this lengthy with so many changes, there will inevitably be errors, typos,
and relatively minor issues with which to deal. This Omnibus amendment corrected those items
that were detected. It was passed by the Senate and the corrections are now reflected in the
Mark-up Proposal with Approved Amendments.

Amendments to the Proposal
Seven substantive amendments were proposed to the constitution and bylaws, four were approved and three were defeated.
- transmitting Senate actions to the university president and others [approved]
- clarifies CAPC membership, adds responsibilities, and modifies relationships [approved]
- clarifies policies and procedures followed by grievance committees [approved]
- makes the vice president and dean of each campus a voting member of the Senate [rejected]
- makes the university vice presidents ex officio nonvoting members of the Senate [rejected]
- reduces from 40 to 30 the number of Assembly members required for a second unit senator [rejected]
- rewrites Article III on amending the constitution and bylaws, separating the two processes [approved]

At least half of the members of the search committee (for faculty or chair) shall be elected by the members of the academic unit; remaining members of the search committee may be appointed by the hiring officer. Alternatively, the search committee may be constituted by other democratic processes defined by the unit’s or the college’s bylaws.
