ABOR Policy 6-201
Faculty member means . . . lecturer, senior lecturer, principal lecturer, instructor, assistant professor, associate professor, professor, professor practice, research professor, clinical professor or Regents Professor or whose Notice of Appointment otherwise expressly designates a faculty position.
It is the policy of the Board to provide access to the university system to all qualified persons in Arizona, to provide equal employment opportunities and due process for its employees, to promote freedom of inquiry, search and exposition of truth and to involve the faculty in the formulation of educational policy and the governance of the universities.
Each university president shall establish written procedures through which faculty, heads of academic units, and deans shall have opportunity for effective participation in deliberations leading to recommendations for appointment of faculty members.
Written criteria shall be developed at each university in consultation with elected faculty members of the faculty senate and approved by the university president to be applied to all decisions on promotion, tenure and renewal.

UNIVERSITY GOVERNANCE
The Arizona Board of Regents
Arizona Revised Statute (ARS) 15-1601 empowers the Arizona Board of Regents (ABOR) to maintain the
state's universities. Eight Regents are appointed by the governor to staggered 8-year
terms. Two student members are appointed for staggered 2-year terms but with authority
to vote only in the second year of that term (ARS 15-1621). ABOR “has jurisdiction
and control over the universities” (ARS 15-1625). ARS 15-1626 authorizes the Board
to appoint the presidents of the universities, along with vice-presidents, deans, professors,
instructors, lecturers, and other officers and employees. The Regents are also authorized
to designate the power and authority of these various members of the university community.
The President of the University
The president is appointed by the Board and serves as the chief executive
officer of the university. The president's powers and authorities are
specified in the Board's Policy Manual, not in any one specific section
but rather infused throughout. ASU's Academic Affairs Policies and Procedures
Manual has a specific
section (ACD-104) that delineates many of the responsibilities of the
president. The Board requires the approval of the president in the appointments
of administrators, faculty, and academic professionals (ABOR
Policy Manual 6-101). The president is also the chief budget officer,
submits compensation plans, approves most policy processes involving
faculty, makes decisions involving tenure and promotion, and ultimately
rules on grievances to which the president is not a party.
Shared Governance: The Academic Assembly and Academic Senate
University governance is not the sole prerogative of the Regents and
the president of the University. State law guarantees that university
faculty “. . . shall share responsibility for academic and educational
activities and matters related to faculty personnel, . . . participate
in the governance of their respective universities and . . . actively
participate in the development of university policy.” (ARS
15-1601) In turn, the Arizona Board of Regents states in Section 6-201 of
its policy manual, “It is the policy of the Board . . . to involve the
faculty in the formulation of educational policy and the governance of the universities.” Further,
The Board recognizes that Arizona universities have long adhered to the honorable tradition of academic freedom in teaching, research and service and reaffirms that the process of faculty participation and consultation in matters of academic policy is a valuable tradition that must be preserved. The faculties of the respective universities have a correlative duty to share in the responsibilities and obligations of governance and administration.For its part, Arizona State University established an Academic Assembly, composed of all faculty, academic professionals, and other specified members of the university community, specifying that the Assembly, normally operating through its representative body, the Academic Senate,
shall have the power, subject to the authority of the Board of Regents, and to the limitations hereinafter provided, to propose on all matters of educational policy, faculty grievance, faculty personnel, financial affairs, university support services, and all other matters affecting the faculty and academic professional role in the university, its branch campuses which are not separately accredited, research parks, and other facilities.

At least half of the members of the search committee (for faculty or chair) shall be elected by the members of the academic unit; remaining members of the search committee may be appointed by the hiring officer. Alternatively, the search committee may be constituted by other democratic processes defined by the unit’s or the college’s bylaws.
